This is because plain white vinegar only has 5% concentration, while horticultural vinegar is four times more concentrated, making it more powerful. It has sufficient strength to burn shoots and roots of weeds. Then again, be careful in using this. Do not pour it very near in delicate plants like petunias, as they can also be killed.
