The city has been rehabilitating abandoned foreclosed residential properties and selling them to qualified buyers with the help of federal funds provided through the Neighborhood Stabilization Program (NSP).

The Mesquite foreclosed homes purchased by the city were refurbished to meet building code requirements and safety conditions imposed by authorities. Officials from Mesquite have explained that income limits required from people buying foreclosures under the NSP program are relatively higher and buyers are strictly required to qualify first before making an offer. The city has launched the initiative in an effort to fight neighborhood blight caused by numerous foreclosed and distressed properties that have been abandoned by their owners and were left to deteriorate.
